Obtaining
You can find it in one of the Treasure Chests in Amber Island's Cave. Specifically, the one in the big room where to place the battery. This Treasure Chest is placed high and you will need to be agile to reach it.
Usage
The Beginner's Cap can be put in the slot in the Inventory menu in order to boost the player's max HP. (Player level 5 mini)
